"Broken English" means "English spoken badly". People with only a basic knowledge of English speak broken English (you can also speak broken French, broken Spanish, etc., but if your Latin is terrible you speak "dog Latin"). The Don Juan on this movie speaks with a strong French accent, as well as other actors at the end of the film, like the taxi-driver. In French, there is no sound similar to /h/, so they don't hear the aspiration and so they don't pronounce it, that's why they mistake "happiness" with "a pe*** " (listen and check)
