The "Cinco de Mayo" (= May 5h) is originally a Mexican festival but now it is celebrated also in the USA by Mexicans and non-Mexicans.
AmE "pants" = BrE "trousers".
El Cinco de Mayo es una fiesta mexicana (conmemora la victoria en Puebla sobre los franceses) que se celebra también en muchas partes de Estados Unidos, al principio por mexicanos, pero hoy en día por gente de cualquier origen.
Esta mujer va por ahí pidiendo permiso para pintarle a la gente los pantalones. La gente se sorprende mucho por la pregunta, como es lógico, pero algunos aceptan.
Fíjate cómo utiliza la fórmula educada "MAY I...?" para pedir permiso. La palabra americana "pants" equivale a la inglesa "trousers" (= pantalones). En Inglaterra "pants" significa "calzones, calzoncillos" (ropa interior), así que allí esta pregunta resultaría más ofensiva.
